ANALISIS PARTICIPATING INTEREST (PI) DALAM KONTRAK KERJA SAMA (KKS) PEMERINTAH DAERAH DAN SWASTA (Studi Kasus pada Sektor Migas Blok Cepu di Kabupaten Bojonegoro)

Abstract


This study was conducted to understand the Public Private Partnership (PPP) in Cepu Block
oil and gas sector in Bojonegoro, the role of local government in Cooperation Contract Cepu
Block, as well as ownership of Participating Interest (PI) of local government in the
cooperation contract. Cepu Block is the working area of  the oil and gas, located in
Bojonegoro East Java and Blora Central Java. This research used the case study method. The
instruments that used in data collection are documentation, interviews, and direct
observation. The results showed a cooperation contract in KKS Cepu Block using a
Production Sharing Contract (PSC). In cooperation contract, the role of local government as
accelerators, regulators, and mediators, as well as  local government will get a Participating
Interest (PI) and revenue sharing. PI is managed by provincial enterprises and will be
accepted by the local government after all  the working capital incurred by the partners has
been returned and estimated that the local government Bojonegoro receiving PI in 2016 when
peak production is reached.
